5. Goto Filter > Stylize > Wind. Set the Method to "Wind". Set the Direction to "From the Right". Click OK.
6. Click Ctrl+F to apply the Wind filter to the letter again.

7. Goto Image > Rotate Canvas > 90deg. CW.
8. Click Ctrl+F twice to apply the Wind filter to the letter at this angle.

9. Goto Image > Rotate Canvas > 90deg. CW.
10. Click Ctrl+F twice to apply the Wind filter to the letter at this angle.

11. Goto Image > Rotate Canvas > 90deg. CW.
12. Click Ctrl+F twice to apply the Wind filter to the letter at this angle.

13. Finally, goto Image > Rotate Canvas > 90deg. CW one last time. You should now have your winded text effect.

14. To apply your winded text to any background image, simply open the background photo. Paste the text onto the background.

15. In the layers palette, goto the "Blending Mode" dropdown box and choose "Lighten". The black background should disappear, revealing only the text over the background image.
